Bylaws

  • ARTICLE I – MEMBERSHIP

    Section 1.  Active Membership in the Greater Pittsburgh Chapter, hereinafter designated as the Chapter, is open to all persons professionally engaged in any field of musical activity.  Such membership provides the privileges of participation in the activities of the chapter, holding office and voting.  The Chapter strongly encourages its members to adopt the Code of Ethics of the Pennsylvania Music Teachers Association as their personal model of professional conduct.

    Section 2.  Student Membership shall be open to all full-time students currently involved in regular music study.  Student members shall be entitled to attend meetings and programs of the Chapter, but shall not have the right to vote, hold office, apply for national certification or enter students into MTNA competitions.

  • ARTICLE II – DUES

    Section 1. Annual dues for members shall be determined by the Executive Committee after considering the needs of the Chapter and shall be reviewed annually.

    Section 2.  The membership year for Active Members shall coincide with the fiscal year, July 1 to June 30.  The Student Membership year shall be October 1 to September 30.

    Section 3.  Annual dues for all categories of membership shall be due on the first day of the membership year, after which date members are not in good standing nor entitled to any of the privileges ofmembership until dues are paid for the current membership year.

  • ARTICLE III – ELECTION OF OFFICERS

    Section 1.  A Nominating Committee of three members shall be appointed by the President at the final meeting of each fiscal year to serve for the ensuing year.  The committee shall elect its own chairperson.  The procedure of the Nominating Committee will follow the prescribed rules of the Bylaws set up by the Chapter.

    Section 2. The active members of the Chapter of PMTA shall elect, by a majority vote, the officers of the Chapter. Nominations from the floor shall be allowed providing the nominee is eligible for election and has consented to be a candidate.  This consent must be given in writing or given in person at the meeting. Election by members must be by secret ballot and each office must be voted on separately.  In the event of only one candidate, the President may recommend election by general consent.  Elections of the officers shall take place at the final meeting of the year.

    Section 3.  Each officer shall be elected for a term of two years.  The President may not serve more than two consecutive terms.  The Vice-president, upon completion of his/her term of office, shall become President of the Chapter.

    Section 4.  A vacancy in any office except that of President may be filled by a Presidential appointment on approval of Executive Committee.

  • ARTICLE IV – DUTIES OF OFFICERS

    Section 1.  The President shall be the principle elected officer of the Chapter and shall preside at all meetings of the Chapter and the Executive Committee.  He/she shall appoint all standing committees, special committees, additional members to the Board, as needed, and shall perform all other duties implied by his/her title.  He/she shall serve as a member ex officio of all committees except the nominating committee.

    Section 2.  The Vice President shall assume all duties of the President in the absence of that officer. He/she shall also serve as coordinator of mentors for new members.

    Section 3.  The Secretary shall record and file the minutes of all meetings of the Board and Chapter, and maintain copies of reports from various committees, and perform other duties applicable to the office.

    Section 4.  The Treasurer shall be responsible for overseeing the financial affairs of the Chapter, paying all bills authorized by the Board, and keeping an itemized account of all receipts and disbursements.   He/she shall present a financial report at every Board meeting and a written report to all members at the annual meeting.

    Section 5.  The immediate past president shall serve as an adviser to the President and shall perform such other duties applicable to the office as prescribed by the parliamentary authority adopted by the Chapter of the Association.

  • ARTICLE V – STANDING COMMITTEES

    Section 1.  The standing committees shall be:  Program, Membership, Yearbook, State Newsletter, Chapter Newsletter, Dorothy Sutton Festival, Recital, Competition, Publicity.

  • ARTICLE VI – AMENDMENTS

    Section 1.  These Bylaws may be amended at any business meeting of the Chapter by a two-thirds vote of the Active members present and voting, the proposed amendment having been submitted to the members at least thirty (30) days prior to the meeting at which the voting is to take place.

    Section 2.  Upon the recommendation of the Executive Committee and the Board, these By-laws may be amended by a mail ballot.  Approval by a two-thirds vote shall constitute an amendment.  The ballot and proposed amendments must be submitted to the members of the Chapter at least thirty (30) days in advance of the required return date.  The date for return of the completed ballots must be clearly stated on the ballot.
